East Midlands Councils represents the interests of local councils to Government and national organisations. We enable local councils to work together on key issues of common concern and support local councils with advice and services on employment, training and development, housing, health, transport and planning.
In these challenging times Councils need to work together, East Midlands Councils provides the opportunity for this collaboration to take place. It is the consultative forum for local authorities in the East Midlands, providing a strong voice for the region. It gives support to councils to help them develop their workforce and leadership and improve their services.
East Midlands Councils Role and Purpose
East Midlands Councils
- is a consultative forum for local government in the East Midlands
- represents the interest of local councils to national government and other organisations
- enables local councils to work together on key issues of common concern
- supports the improvement and development of local councils and their workforce
- brings together political group leaders
- makes appointments to national and regional bodies
- provides a reporting and governance mechanism for regional local government partnerships e.g. Regional Improvement and Efficiency Partnership (RIEP)
- establishes and maintains an effective relationship with the national Local Government Association (LGA)
This forms the East Midlands Councils' Terms of Reference.
East Midlands Councils provides its members with:
- Leadership on behalf of councils in the East Midlands, working closely with national government, business, health and the third sector.
- An employers’ organisation for local authorities in the East Midlands.
- A forum to influence Government strategies and investment plans, for example proposals for High Speed Rail.
- Governance of the East Midlands Strategic Migration Partnership.
- A range of high quality services to Councils free or at not-for-profit rates.
East Midlands Councils 2013-15 Business Plan
We are confident that East Midlands Councils (EMC), with the excellent support of Members and staff, will achieve the aims and objectives of this business plan on behalf of the region’s local authorities.
EMC continues to deliver a number of important roles and responsibilities. Over the past year, we have worked on a range of policy issues, including economic growth, local government pay and recent changes that affect health and housing. Alongside this, EMC and its member councils have successfully lobbied for key infrastructure funding, securing £800m of investment for the upgrade and electrification of Midland Mainline and releasing £10m ERDF investment to support broadband provision. EMC has also led the joint work of local councils on improvement and efficiency and through our commitment to providing service support to local authorities; EMC has continued to provide valuable sector-led support on HR and training, councillor and workforce development. Furthermore, EMC has agreed and implemented revised governance and accountability arrangements.
EMC has published its two-year rolling business plan which sets out a formal statement of EMC’s objectives for 2013-14/2014-15 and reflects a more medium term approach to its activity.
