Description
Working on a secondment basis for East Midlands Councils (EMC), this opportunity involves carrying out a short project to identify and agree common performance measures that local authorities can use for benchmarking purposes. This project builds on phase one of the overall project which has already identified and catalogued metrics currently collected by local authorities.
The key outputs from this project are a set of agreed performance measures that local authorities can use for benchmarking purposes.
The work required is in four main stages:
- To conduct desk top research to establish common performance measures shared across authorities, using information from the Single data list and the information collected in the initial phase of the Performance Management Project.
- To consult with local authorities on common performance management measures and definitions.
- Negotiate and agree with participating authorities a small set of performance management measures for benchmarking purposes and agree reporting frequency.
- Consult with the LGA on utilising LG Inform to share the performance management information.
This secondment will suit an individual with extensive experience of driving performance management in an organisation, demonstrating links between performance management information and service delivery/improvement and who also has a successful track record of working with others to build effective and open working relationships.
Just some of the key skills required include the ability to plan and project manage to deliver the project aims within the agreed timescale; effective influencing and negotiating skills; strong problem solving and analytical ability resulting in sound decision making and rational judgements.
The Secondment is for 4 – 6 weeks approximately or longer depending upon how many days a week agreed to allocate to the project. We are flexible in the delivery of this project and are happy to work with the successful candidate to agree location of work and hours available to undertake the project within the overall project completion date of September/October 2013. This opportunity is subject to a secondment agreement between EMC and the secondee's home authority.
