Circular - Chief Executives' Handbook

EMC has been working with the National Employers at the LGA to develop guidance for authorities on disciplinary arrangements following the removal of the Designated Independent Persons statutory provisions.  Our intention is to provide employers’ guidance soon after national agreement has been reached on all aspects of the process and the new provisions in the Chief Executives Handbook have been finalised.

In the meantime, joint advice has this week been published from the Chief Executives Negotiating Committee on a significant change to the process which removes councillors from Independent Persons’ Panel stage of the process.  Authorities are therefore advised that they may wish to amend their Constitutions/Standing Orders to reflect this change.  Please see the attached circular.
