Councillor Development Newsletter - October 2015 Edition

This autumn EMC is offering Councillors a comprehensive range of development opportunities, from Scrutiny development to service delivery innovations. So far 215 councillors from across the East Midlands have taken part in the opportunities provided by EMC.

Raising the Bar in Scrutiny and Effective Challenge, 14 Oct 2015 (13:00 – 16:00)

This half day event for Councillors and Officers involved in leading Scrutiny and setting its overall strategic direction. The event will cover;

  • Post Regulation Scrutiny: The Future Role of Scrutiny

  • Exploring the Impact of the 2015 National and Local Elections for the Strategic Direction of Scrutiny, its Work Programmes and Organisation

  • The Leadership Role for Scrutiny, ingredients for success and key roles, skills and competencies

  • Taking the Learning Forward - Capturing the learning - action planning - evaluation

It will focus in on the vital leadership role for scrutiny - vital since effective leadership is key to the success of scrutiny. What does effective leadership involve? What do effective scrutiny leaders do in a time of such rapid change?

Delivering Public Services in the New Parliament, 6 Nov 2015 (10:00 – 15:00)

This event will explore what the changes in Government mean for delivering public services in the new Parliament, as well as providing example of how local authorities have adapted services delivery in this changing environment. Keynote speakers include;

  • Cllr Sue Murphy, Manchester City Council, on the Greater Manchester Combined authority and the opportunities for service delivery, and the leading work in integrating health and social care.

  • Cllr Graham Chapman, Nottingham City Council, on the commercial approach that Nottingham City Council has developed to the services offered in Nottingham

Workshops include;

  • Public-Private Partnerships Delivering Service Transformation

  • A session on the opportunities offered by Digital technology, and how this may be complementary to the current Devolution agenda, and Service Transformation.

New Role as a Councillor Workshop - 6 Months on, 19 Nov 2015 (10:00 – 13:00)

This workshop for new Councillors will provide an overview of key issues and challenges affecting Councillors and local government. The workshop will enable Councillors to reflect on their first 6 months and key challenges and issues they face; supporting their personal development needs going forward.

Facing the Media Confidently, 26 Nov 2015 (10:00 – 13:00)

This Media Awareness Seminar is designed specifically for Elected Members who want to develop their awareness of media opportunities and understand the positive news value of the activities of their authority.

Changing Landscape of Local Government Finance, An Introduction to Local Government Finance, 10 Dec 2015 (10:00 – 16:30)

This seminar gives a very good grounding in how local government finance works in practice and sets the ‘basics as part of the bigger picture of current developments and longer term trends – the ‘emergency budget’; funding plans for the next five years and the implications of ‘Devolution’.
