Managing Empty Properties in the Private Sector

This course provides delegates with the skills, knowledge and techniques to deploy the various options for managing empty properties, which can then be progressed through from advice and support to enforcement and outcomes.

The aims of this workshop are to:

  • Develop strategies and plans to address private sector empty properties in a defined and systematic way.
  • Streamline the processes using a property matrix system and charging system to cover enforcement notices, actions and option appraisals.
  • Develop and enhance the opportunities to maximise the new homes bonus and reward grants to the Authority
  • Develop further the tool kit of options with procedures and details of the various processes to resolve problematic void properties. These will include  overviews of all the options and outline Enforced Sales, Council Tax Enforced Sales, EDMO’s and Single CPO overviews and processes.

Learning Outcomes

At the end of this workshop delegates will be able to:

  • Appreciate the full range of empty property options
  • Understand how, by applying these techniques and knowledge they have the potential to significantly increase and maximise the organisation’s income through recoverable charges and new home bonus payments
  • Know how the different Statutory notices can be deployed in order to produce a positive outcome
  • Understand the powers that they can use to effectively manage voids
  • Recognise the key features of an effective empty property process; accountable staff, working across departments with shared powers of service in a co-ordinated way with clear responsibilities and targets
  • Identify the value and opportunities for partners and selected developers to be involved in service improvement
  • Appreciate different types of empty property classifications and how to measure and accurately target the various categories
  • Use a range of information from Council Tax to Local Land Charge registers to monitor, evaluate and attain the targets
