Public Speaking for Councillors

EMC is holding a half day workshop for Councillors on Public Speaking.

The workshop is suitable for new and continuing councillors. It is interactive, drawing on people’s experience and insights from the tutor to lead into individual, one to one and group activity.

Briefing slides are used to introduce discussion and activities and the tutor suggests useful techniques. Briefing and activity cover objectives for public speaking, preparation for speeches and practical activities including reading speeches and making a speech. Participants can help each other with problem solving around challenges councillors might face when speaking in public in a range of settings. The focus for the workshop is guided by participants.

Skills will be developed through a few illustrated slides outlining principles, techniques and tips, possibly with film clips, and through interactive individual, paired and group exercises to cover:

Key principles for public speaking including the importance of context, audience and objectives

Techniques for public speaking, including pitching the content and approach by understanding the purpose and objectives and for speech writing

Exercises to apply the learning in a range of situations All participants will be given the opportunity to speak in public and receive constructive feedback from each other and the tutor. They could use either or both prepared material (an acclaimed speech) or a speech they will have time to draft for delivery

The programme will include the following activities and have two breaks; there is flexibility.

Introductions and outline of the workshop• Reflections on your experience – group work Share your experience of public speaking if any and of being in an audience Activity: List strengths and weaknesses you have observed; this will help shape the focus of the workshop

Key principles for public speaking Facilitator’s reflections on the importance of context, audience, objective and key techniques

  • Activity: Draft a checklist to guide your public speaking with tips and ‘dos’ and ‘don’ts’

Techniques for public speaking including tackling challenges you might face Facilitator’s reflections on the importance of context, audience, objective and key techniques

  • Activity: Choose five different settings when you might deliver a speech and compare them

Exercises to apply the learning Activities: drafting a speech, reading a speech, delivering a speech, evaluating speeches

Key learning points and follow up actions

The tutor, Ann Reeder, is an experienced local government and public sector trainer, who has worked in the sector in various roles for nearly thirty years. She was an elected member of a London Borough and in its leadership and is now a parish councillor in Somerset. She has experience in all types of council and political control. Her sessions have positive evaluation and repeat commissions. She involves learners throughout the workshop and is outcome focused.
