Where are we now? What the changes in Welfare Reform, Housing and Planning mean for local government now

East Midlands Councils is holding a policy update event that will provide the latest information on the changes in Welfare Reform, Housing and Planning and what these changes mean for local government and its communities.

This event is part of the Regional Programme of Briefing events for Councillors and responds directly to requests from Councillors for updates on previous briefing events.

This full day event will be split into three sections

10:00 – 11:30 Welfare Reform - Where are we now?

This section of the programme will provide;

  • an overview of the changes to date, including an update on Universal Credit.
  • details of the local impact on communities of the changes to welfare reform, including the impact on council tax, housing benefit and single occupancy subsidy.
  • an overview of the new Single Fraud Investigation Service and the pilot work undertaken

11:00 – 13:00 Housing Reform - Where are we now?

This section of the programme will include;

  • an overview of the review of local authorities’ role in housing supply, and update on the work of the LGA
  • a presentation from Cllr Gary Porter, Leader of South Holland District Council, on how South Holland District Council are using the full range of powers available to local authorities to contribute to the housing supply in their local area
  • a presentation from the Homes and Communities Agency.  This will provide an overview of the local authorities strategic housing role, the on-going impact of the recession and the shift from grant to loan funding in recent funding programmes.  Details of how the East Midlands has fared in recent funding allocations including the Affordable Housing Programme will also be provided

13:40 – 15:00 Planning Reform - Where are we now?

This section of the programme will include;

  • Andrew Pritchard, Director of Policy and Infrastructure at East Midlands Councils will provide an overview of current trends and future prospects in Planning.
  • A presentation on Fracking: the environmental effects & the planning issues by URS Infrastructure & Environment UK Limited.

Timings

The event will start at 10:00, with registration from 9:30 and will finish at 15:00 with lunch served after the event.

Costs

The cost of attending each session is free to subscribing authorities, each subscribing local authority has been allocated two free places per session.  Additional places for subscribing authorities can be purchased at an extra cost of just £40.

The cost of attending this event is £85 per person if your authority does not subscribe to the programme.
