Manual For Streets – Getting It Right

EMC, in conjunction with Design Midlands are running a series of four half day masterclasses.

The seminar will help participants to understand the aims and objectives of Manual for Streets and Manual for Streets 2 and provide practical guidance on its use and application.

It will provide a critical review of the problems and barriers in applying Manual for Streets, including providing an update on recent case studies and planning appeals.

Speaker Biographies

Phil Jones BSc Hons Civil Engineering Chairman, PJA

Phil is a Chartered Civil Engineer with over 30 years’ experience in traffic engineering, transport planning and urban design.

He founded Phil Jones Associates in 2003; the PJA group of companies now provides services in transport planning, engineering and placemaking and employs around 70 staff based in five UK offices.

Phil was a member of the team that produced Manual for Streets for the Department for Transport (DfT) in 2007, a guide to the design of urban, residential and lightly trafficked streets. Subsequently Phil worked on Designing Streets, a national policy document for the Scottish Government, and was lead writer on Manual for Streets 2 for the Chartered Institution of Highways and Transportation (CIHT) and DfT in 2010. 

In 2012 Phil was appointed by CIHT as joint editor of the update to their comprehensive publication Transport in the Urban Environment, which is now being published as a series of discrete topic papers, including a review of ‘Shared Space’.  He is a member of the CIHT’s Urban Design Panel.

Phil has appeared at around 40 public inquiries and hearings during his career, including giving evidence to the UK Transport Select Committee.


Annabel Keegan MA Urban Design, BA (Hons) Architecture Associate, PJA

Annabel is an Associate at PJA and leads our Placemaking team.  She has over 15 years of practical experience in multidisciplinary consultant teams specialising in the delivery of design-led projects both within the public and private sector.

She has a keen interest in improving the quality of streets and public spaces and has been involved in a range of projects developing innovative street and public realm designs. She is passionate about achieving synergy between transport planning and urban design.

She is currently a member of the Design Midlands, Design South East and HEDP Design Review Panels which provide independent, objective, expert feedback on the design of proposed developments and is also a Built for Life 12 assessor.

Who should attend?

Professional, practical and useable training courses for local authority officers, the voluntary and private sector with an interest in the practicalities of place making.  Numbers of attendees are limited to support discussion between participants and the trainer. 

The courses will provide participants with current best practice and an enhanced understanding of each subject.
