Common Strategic Framework Funds in England 2014-2020

The Common Strategic Framework (CSF) is a new approach proposed by the European Commission aimed at aligning four EU funds: the European Regional Development Fund (ERDF), the European Social Fund (ESF), the European Agricultural Fund for Rural Development (EAFRD), and the European Maritime and Fisheries Funds (EMFF, called the European Fisheries Fund between 2007-2013).  The four funds are currently administered separately in England.  However for 2014-2020 the Commission has proposed that they be implemented in a more complementary way to help drive sustainable growth and competitiveness.

European Regional Development Fund

ERDF funding aims to strengthen economic and social cohesion in the European Union by supporting regional economic development. 

The Department of Communities and Local Government (DCLG) is responsible for the programme management and delivery of the region’s new ERDF Competitiveness Programme.

Local Management Committee (LMC)

A series of changes introduced by the Government have an impact on the way in which the East Midlands ERDF programme is both governed and delivered. From 1 July 2011, responsibility for delivering the ERDF Programme in the East Midlands was transferred from the East Midlands Development Agency (emda) to the Department for Communities and Local Government (DCLG).  

DCLG has confirmed that, following consultation with Programme partners, the Programme Monitoring Committee (PMC) which has previously overseen the ERDF Programme in each region, will be replaced by new Local Management Committees (LMCs).   

The 16 June 2011 PMC meeting was the last formal meeting of the 2007-13 ERDF Programme Monitoring Committee. On 9 December the first meeting of the Local Management Committee chaired by DCLG took place.

The LMC will be responsible for the strategic leadership of the 2007-13 East Midlands ERDF Competitiveness Programme. The responsibilities of the LMC will include: 

  • Consideration and approval of project selection criteria;
  • Reviewing progress towards the achievement of programme targets and Priority Axes objectives through receiving and considering performance implementation data;
  • Receiving and considering consistent, up-to-date management information for the programme, as required by the Managing Authority;
  • Consideration and approval of Annual and Final Reports;
  • Consideration and approval of programme evaluations and resulting Operational Programme amendments; and
  • Strategic linkages with other Structural Funds, domestic programmes and wider UK economic policy.

European and International Sounding Board

East Midlands Councils’ European and International Sounding Board advises members and provides local authority input into the ERDF Local Management Committee chaired by DCLG. The Chair of the Board is Dr Stuart Young, Executive Director, East Midlands Councils.
