EMC Policy Update Conference - Welfare Reform, Planning, Health and Devolution

East Midlands Councils is holding its annual Policy Update Conference for Councillors in the East Midlands on Friday 23 September 2016. The event will cover Welfare Reform, Planning, Health and Devolution and will provide an opportunity for Councillors to hear directly from policy experts on these areas. The event will cover;

Welfare Reform

The LGAs Senior Advisor on Welfare Reform, Rose Doran will present on Welfare Reform, what the changes have been to date and what the changes will be in the future. The session will provide delegates with an opportunity to ask questions.

The event will include a participatory workshop led by arvato on;

Welfare reform – key considerations for the year ahead

Recent welfare reforms have created challenges for both councils and citizens alike. With a new government in place, the EU referendum result announced and the potential for more fiscal challenges ahead, the pace of change in local government shows no sign of slowing down. This workshop looks at what the next 12 months hold and the key issues that councils need to consider to ensure that they are ready to tackle the pressures from future reform.



Andrew Pritchard, Director of Policy and Infrastructure at East Midlands Councils will provide an overview of current trends and future prospects in Planning.


Stuart Young, Executive Director at East Midlands Councils will provide an overview of the Cities and Local Government Act 2016 and will focus on the development of devolution and Combined Authorities in the East Midlands and beyond.


East Midlands Regional Programme of Policy Events for Councillors

2016-17 Programme of Development

In 2016-17 EMC are launching their new look programme, which will combine policy briefing events and specific skills workshops to provide a rounded programme of development to support Councillors.

East Midlands Councils recognises that local authorities need to keep abreast of the changing environment and have developed the Regional Programme of Briefing events to support Councillors. The programme enables local authorities to access briefings on important national policy issues in the region minimising time and travel costs. The programme also provides Councillors from across the East Midlands with an opportunity to learn together and from each other.

2016/17 Programme

The dates for the 2016/17 Programme are included below;

  • 15 June 2016 - Policy Specific Conference
  • 23 September 2016 - Our Annual Policy update session, covering the latest information on Planning, Housing and Welfare Reform. Along with any other topical policy areas for local authorities.
  • 18 November 2016 - Policy Specific Conference
  • 7 December 2016 - a specialist Skills session to complement the policy events in the programme
  • 25 January 2017 - Policy Specific Conference
  • 21 March 2017 - ‘Planning for Housing Delivery’ (Combined Seminar with the Regional Programme for Planners)

Programmes and further information will be available prior to each session, the design of each session will be tailored specifically to Councillors requirements.
