East Midlands Scrutiny Conference 2019

In the run up to the 20 year anniversary of Local Government Scrutiny and to mark the publication of the recent ‘Statutory Guidance on Overview and Scrutiny in Local and Combined Authorities’, East Midlands Councils is holding a Scrutiny Conference.

This conference is aimed at both Councillors and officers involved in Scrutiny.

Learning from Parliamentary Select Committees

The conference will include a keynote from 

  • Nicky Morgan MP, Secretary of State for Digital, Culture, Media and Sport and previously served as Chair of the Treasury Select Committee
  • Lilian Greenwood MP, Chair of the Transport Select Committee and Nicky Morgan MP, Chair of the Treasury Select Committee

Statutory Guidance on Overview and Scrutiny in Local and Combined Authorities

  • Ed Hammond, Centre for Public Scrutiny will provide a presentation on the Statutory Guidance on Overview and Scrutiny in Local and Combined Authorities.
  • John Cade, INLOGOV, University of Birmingham will provide a deeper dive into the concept of Culture and how this can help and hinder scrutiny.

Working with the Executive - Rotherham Metropolitan Borough Council

Councillor Gordon Watson, Deputy Leader and Cabinet Member for Children & Young People’s Services and Neighbourhoods

Councillor Brian Steele, Chairperson Overview and Scrutiny Management Board

Interactive skills development workshops

The Conference will include a range of practical workshops designed to support both Councillors and Officers.  Workshops confirmed already cover;

  • Questioning Skills
  • Chairing Scrutiny
  • Implementing the New Statutory Guidance: Practical Approaches
  • What’s Occurring?  The Scrutiny Support Officer in 2019 and Beyond

Additional workshops will be confirmed in due course.

East Midlands Scrutiny Network

Building on what the East Midlands Scrutiny Network does best the conference will provide plenty of opportunity for networking and sharing of thoughts, ideas and actions on Scrutiny.

The East Midlands Councils Scrutiny network is a local authority network for Councillors and Officers involved with Scrutiny.

The network provides Councillors and Officers with the opportunity to share knowledge, work programmes and information, as well as providing an opportunity to explore national developments concerning scrutiny.
