Devo-Developments in the East Midlands – An Update

At East Midlands Councils AGM on 17th July 2015, council leaders from across the region discussed progress in agreeing local devolution proposals.

The early and significant progress made by all councils in Derby and Derbyshire (D2) and Nottingham and Nottinghamshire (N2), in submitting their combined authority proposals was applauded by leaders.

This was alongside the more recent proposals submitted by councils in Leicester and Leicestershire - and the strategic alliance between Northamptonshire, Buckinghamshire and Oxfordshire councils seeking devolved powers to boost economic growth. With councils in Lincolnshire holding exploratory talks, it was a useful opportunity to hear from those councils that had already made the bold move in seeking the transfer of responsibilities, power and funding from central to local government.

With the clear opportunities that combined authorities and wider devo-deals offer the sector; councillors highlighted the need to be ambitious, bold and timely in the submission of credible proposals to Government and avoiding the risk of relegation to a devolution ‘slow-lane’.

The progress made in many parts of this region becomes even more important given the Treasury imposed deadline for devo-deals to be agreed in time for the comprehensive spending review (25th November). With proposals needing to be fully considered in advance given their impact on departmental workings and budgets, then it is likely that formal proposals need to be submitted by 4th September to be included in the ‘initial wave’ of proposals.
