HS2 at Toton: Let’s make it work for us!

Council and business leaders from across the East Midlands have agreed to work together to deliver an HS2 Hub Station at Toton. The agreement was ratified at yesterday’s meeting of the East Midlands HS2 Strategic Board with Sir David Higgins, Chairman of HS2 Ltd, in attendance.

Cllr Jon Collins, Chair of the East Midlands HS2 Strategic Board said: 

It has been vital that the East Midlands comes together and speaks with one voice on HS2. The technical work the Board has led over the last few months has demonstrated that Toton has the greatest potential to benefit the region - provided that we get the connectivity right, with effective links to Derby being particularly important.”

Cllr Anne Western, Vice Chair of the East Midlands HS2 Strategic Board said:

“The HS2 Hub Station at Toton and the Maintenance Depot at Staveley together have the potential to boost jobs across the East Midlands - and to rebuild pride and excellence in our manufacturing and construction sectors. We owe it to future generations to make the most of these fantastic opportunities.”

Peter Richardson, Chair of the D2N2 LEP said:

“The economic benefits of HS2 for the East Midlands could be huge. But we need a concerted and co-ordinated effort to turn that potential into reality. Now that we have a consensus on station location, we need to move quickly to develop detailed proposals for maximizing economic growth and connectivity.”

Ian Morgan, representing the East Midlands Chamber said:

“The business community fully recognizes the economic potential of HS2 in the East Midlands, particularly for companies working in transport engineering, manufacturing and construction. We need to build on this consensus to maximize the benefits for local businesses.”

A final Government decision on station location will follow later this year.

East Midlands Councils is the consultative forum for local authorities in the region. It provides support to Councils to improve their services and is a strong voice for the East Midlands.

EMC provides the secretariat for the East Midlands HS2 Strategic Board.

The Strategic Board agreed the following minute on the 2 February 2015.

“The Board was unanimous in its support for an HS2 East Midlands Hub Station and recognised the huge economic potential and opportunities for increasing connectivity that would result.  HS2 Ltd have highlighted that any station location should meet the following five tests: catalyst for change; strategic answer; integrated transport; economic value; test of time.

Following discussion, the Board reached a consensus in support of Toton over the Breaston option – provided that acceptable connectivity from Derby can be secured. Whilst Derby stated that they needed further information before coming to a final conclusion, the City Council was not in principle opposed to Toton providing connectivity was right. 

Overall the evidence suggested that the Toton option has greater potential to be accessible by a range of modes from existing centres of population, more direct development potential, is capable of offering ‘classic compatible’ connectivity to the north of England and potentially Scotland and, if aligned as currently proposed, provides a higher line speed than the Breaston option. Whilst the cost implications of tunneling under East Midlands Airport were acknowledged, the environmental impacts of any alternative would need to be fully understood.”
