Chairing and Leading Scrutiny

Rutland County Council and East Midlands Councils are working in partnership to offer Chairs and aspiring Chair of scrutiny the opportunity to develop their knowledge and skills in scrutiny.

The workshop is open to all local authorities and will cover;

  • Essential chairing skills
  • Meeting planning and preparation
  • Work programme and agenda management
  • Leading and mentoring
  • Developing key lines of enquiry and questioning techniques
  • Witnesses, evidence and information
  • Meeting management – engagement and behaviours
  • Maximising meeting value – agility and pace
  • Building positive relationships
  • Setting objectives
  • Maximising meeting value

The workshop will also cover task and finish groups and report writing.

The workshop will share the latest on the outcomes and emerging recommendations of the Communities and Local Government Select Committee Inquiry on Effectiveness of Local authority scrutiny committees.

The Trainer

The one day workshop will be delivered by Ian Parry from the Centre for Public Scrutiny.

Ian leads on the development and implementation for CfPS’s training work, supporting organisations across the public, private and voluntary sector to make better decisions through improved governance.

Ian has a background in the private sector and public service and was formerly the Deputy Leader of Staffordshire County Council, a position he held for seven years. His public sector experience also includes serving on a  district council, Police Authority, Fire Authority and over ten years as a high school chairman of governors. He is member of the LGA Children and Young People Board and is a LGA peer mentor.

Ian has specialised in local government finance, strategy and change and has led major transformation programmes in a large local authority that led to a 30% cost reduction and improved public approval of council performance. He has also worked extensively in the social care and health sector and has helped to drive several initiatives to improve social care and health integration and restructuring of care services.

His business experience has focused on marketing, communications and business development. He also spent several years working in business development and marketing of industrial equipment, working on both UK and international markets.
