**EVENT FULL** Unaccompanied Asylum Seeking Children and Care Leavers Care Planning and Human Rights Act Assessment Training

East Midlands Councils is holding a one day event on immigration and care planning for looked after migrant children and care leavers. The aims of this training are:

  • To enable local authorities to implement statutory duties by undertaking human rights assessments in order to establish whether the provision of leaving care support is necessary to prevent a breach of human rights or EU treaty rights where a young person is in an excluded group.
  • To provide participants with information to support effective care planning for migrant children and young people leaving care in order to assist with implementing the DfE’s statutory guidance, Care of unaccompanied and trafficked children.

Course Content 

  • Overview of ‘no recourse to public funds’ (NRPF)
  • Immigration outcomes and options for UASC and other migrant children
  • Exclusions to social services support - Schedule 3 Nationality Immigration & Asylum Act 2002
  • Human rights assessments
  • Case studies
  • Preparing for upcoming legislative changes 

 Learning Objectives 

By the end of the training course, participants will:

  • Understand ?what ‘NRPF’ means and how immigration status affects support options
  • Be able to identify what action may need to be taken to support looked after children or care leavers to resolve their immigration status
  • Be aware of the relevance of immigration status in achieving sustainable outcomes for the child/ young person and how to embed this within the care/ pathway planning process
  • Understand the legislation that applies to the provision of leaving care support at 18+ when immigration exclusions apply, and how to conduct a human rights assessment
  • Be aware of good practice, the NRPF policy context and upcoming legislative changes

Who should attend? 

Local authority pathway advisers, social workers, social care managers, legal officers and voluntary sector practitioners ?who provide services to UASC and care leavers.
