Webinar for Local Government by HMRC on IR35

In response to concerns that we have raised on behalf of councils, I am pleased to let you know that HMRC have agreed to hold a webinar for local government on IR35, to take place on 10th November from 11am to 12 noon.  

The webinar will be presented by Mark Frampton, Policy Advisor at HMRC, and it will cover:-

  • Background
  • What were the changes to the legislation in April 2017?
  • What are the key things to look out for?
  • Myth-busting: things that are said but are not true
  • Q & A

Any particular questions that attendees would like answered can be emailed in advance to to make sure they are covered in the webinar.       

Details of how to register and take part are set out below.


  • Only people that have registered will be able to attend
  • The webinar software is Demio
  • Please register on the following link:
  • Once you have registered, you will receive an email with a unique reference which will allow you to access the webinar.
  • You will be given an option to save the event to your calendar. If you do, the unique reference will be saved in the calendar entry. You will receive reminders about the event on the day as well.
  • If you would like colleagues to join the webinar, please do forward this email to them, so they register directly themselves. Do not share your link with others; it is unique to you.
  • Use your subscriber (work) email address to register – if that is a problem contact

Accessing the webinar

  • The Demio webinar can only be accessed via Chrome if you are accessing via a desktop computer/laptop/Android phone or through the Demio App if through an iOS device. Download the browser or the app in good time.
  • If you don't have Chrome you can download it here.
  • If you are on an iOS device, you can download the Demio Viewer Application here. Or search for it in the app store.
  • Don’t forget headphones, if you are going to be listening in the office
  • You will have the opportunity to send questions directly to the presenter. Please be aware that all questions will be visible to all delegates. The reason for this is to save a question being repeated and to possibly inspire other related questions. Please don’t be shy about asking questions. 

Tips to improve your webinar experience

1. The organisations internet policy prevents me from downloading Chrome

  • I’m afraid you will need to access the webinar from outside of your organisations IT infrastructure.

 2. The Demio software opens in your default internet browser – but only works in Chrome or the iOS app

  • If you are using an Apple device, do not worry it will transfer you to the app
  • If you are using the internet, you will need to copy the link into Chrome

3. The app isn’t opening when I try to log into the event

  • Simply double clicking on the home button of your iPhone or iPad should reboot the app

4. If watching on tablet or phone, you may need to scroll between presentation slides and a page dedicated to submitting (and reading other’s) questions.

5. The presentation is lagging

  • Double check you are in Chrome
  • In some organisations, accessing the webinar via the organisation’s server can add-in an extra level of hardware and slow access to the webinar. If you are logging on using your desktop and have the option to do so direct (i.e. not going through your work server) this may provide the best viewer experience
  • The wifi in some organisations may not be fast enough to run the webinar software. We found the iOS app runs through 4G efficiently, so remember to try that.
  • If you are watching on your phone, you might need to refresh if the screen isn’t updating with the next presentation slide.
