For the delivery of Regional Age Assessment Training Programme Content


East Midlands Councils (‘EMC’) seeks to commission a suitably qualified and experienced partner to deliver professional content which can be used to create a Regional Age Assessment Training Programme aimed at Social Workers and Social Work Team Managers.

Through the development of this content EMC aim to achieve the following:

  • Definition of the term ‘Brief Enquiry’ for East Midlands Local Authorities and the development of training content on how to conduct Brief Enquiries on the basis of the definition.
  • Development of an immigration law module for Social Workers which would enable Social Workers to achieve a level of knowledge equivalent to OISC Level 1 and successfully achieve this accreditation.
  • Development of Age Assessment training for managers, this will be based on current case law to enable managers to determine where legal challenges might arise when reviewing assessments undertaken by their team.

These modules will equip Social Work professionals with an enhanced understanding of Immigration Law, Brief Enquiries and best practice examples of Full Merton compliant Age Assessments.

The Brief Enquiry and Team Manager Age Assessment approval training modules will be classroom based and delivered by our internal regional Immigration Solicitor whereas the Immigration Law training module will be delivered as an interactive online training module.

The Invitation to Tender (‘ITT’) documentation provided outline the background, scope & specification, requirements, and instructions for submitting a bid for this tender opportunity.

Questions regarding the tender should be submitted to by 17:00 hrs on 10th July 2024, and an FAQ document containing answers visible to all potential bidders will be uploaded to the EMC website no later than 17:00 hrs on 12th July 2024.

Bids must be submitted to by 17:00hrs on 26th July 2024.
In order for tenders to be considered compliant the following conditions must be met:

  • Tenders must be submitted by the closing date and time.
  • Tenders must include the application form alongside the tender documentation.

Tenders that are not compliant will be disqualified from the process.

We reserve the right to clarify any issues regarding a bidder’s compliance. It will be at EMC’s sole discretion that bids are progressed to the next stage of the tender process.
