INVITATION TO TENDER

East Midlands Councils (‘EMC’) seeks to commission a suitably qualified and experienced branding and marketing professionals and/or agencies to bid for a contract for the design, development, and production of a brand and associated physical and digital marketing materials, and a digital media buy-in campaign for the regional recruitment of Unaccompanied Asylum-Seeking Children (UASC) specific Foster Carers and Supported Lodgings Carers.

Brand development and a full brand toolkit is required for a regional recruitment webpage, the branding developed must be consistent with the EMC corporate colours and fit alongside the current EMC brand.

The following physical marketing material required as part of this tender includes but is not limited to:

  • Design & Print of Roller Banners (x2) (850mm x 2500mm).
  • Z-fold leaflet design.
  • Z-fold leaflet print (1000 copies) full colour, 200gsm silk.
  • A4 Brochure (4 page) design.
  • A4 Brochure (4 page) print (1000 copies) full colour, 250gsm silk.

The following digital marketing material required as part of this tender includes but is not limited to:

  • Animated video development to include the design of a storyboard and graphics to create a video for YouTube or Vimeo.
  • Filming for animated video.
  • Social Media Tool Kit (including the creation of Local Authority, white label, template pack for Facebook, Linked In, X and Instagram in grid and story sizes for up to 5 messages.)

The requirements listed above may change due to feedback received from Local Authority partners, as such a degree of flexibility will be required.

In addition, this tender includes the requirement to deliver a digital media buy-in campaign e.g. Google Search Ad’s, up to a maximum of 6 months, we welcome suggestions from bidders on the length and nature of this campaign. The objective of this campaign will be to drive traffic to our webpage and generate enquiries.

The Invitation to Tender (‘ITT’) documentation provided outline the background, scope & specification, requirements, and instructions for submitting a bid for this tender opportunity.

Bidders were given the opportunity to ask questions relating to the tender by 17:00 hrs on the 2nd September 2024. An FAQ document containing answers to these questions is available here: Questions & Answers 

Bids must be submitted to SMP@emcouncils.gov.uk by 17:00hrs on the 16th September 2024.

For tenders to be considered compliant the following conditions must be met:

  • Tenders must be submitted by the closing date and time.
  • Tenders must include the application form alongside the tender documentation.
  • Tenders must be submitted via email using the following email address: SMP@emcouncils.gov.uk, Tenders submitted to individual EMC staff email addresses or by other means will not be considered.

Tenders that are not compliant will be disqualified from the process. We reserve the right to clarify any issues regarding a bidder’s compliance. It will be at EMC’s sole discretion that bids are progressed to the next stage of the tender process.
