East Midlands Councils (‘EMC’) seeks to commission a suitably qualified and experienced partner to design, develop, and host online training modules to equip existing and prospective Unaccompanied Asylum-Seeking Children (UASC) specific Foster Carers and Supported Lodgings Carers to provide care and support to this vulnerable group, and also to support Social Work professionals in their understanding of immigration law.

The modules are required to be interactive containing quizzes and mini exams to help embed learning, they are also required to be engaging containing a variety of media such as videos, animations, and sound clips to ensure that modules cater for different types of learner.

The successful bidder will also be required to host the modules on a Learning Management System (LMS) for a period of 12 months and provide sufficient access to the modules for prospective and existing UASC carers and Social Work professionals, where this hosting will be included within the fee for the initial 12-month period with the potential to agree a fee for continued hosting following this period and/or to move the modules to an alternative LMS.

The successful bidder will also be required to provide a link to the training hosted on the LMS which will be embedded within a recruitment landing page, such that learners can access the training through the recruitment landing page once they have been provided with relevant login details.

The Invitation to Tender (‘ITT’) documentation provided outline the background, scope & specification, requirements, and instructions for submitting a bid for this tender opportunity.

Questions regarding the tender should be submitted to by 17:00 hrs on 16th August and an FAQ document containing answers visible to all potential bidders will be uploaded to the EMC website no later than 17:00 hrs on 21st August 2024.

Bids must be submitted to by 17:00hrs on 30th August 2024.

In order for tenders to be considered compliant the following conditions must be met:

  • Tenders must be submitted by the closing date and time.
  • Tenders must include the application form alongside the tender documentation.

Tenders that are not compliant will be disqualified from the process. We reserve the right to clarify any issues regarding a bidder’s compliance. It will be at EMC’s sole discretion that bids are progressed to the next stage of the tender process.
