Pay & Rewards Post: Local Government Services

LGS Pay 2026-27

Today (1.12.25) the National Employers have received a pay claim for 2026 from the joint unions representing employees covered by Local Government Services (Green Book) terms and conditions.

In summary, the headline claim is for:

  • An increase of at least £3,000 or 10 per cent (whichever is greater) across all NJC spinal column points
  • A minimum pay rate of £15 an hour for the NJC pay spine
  • A two-hour reduction in the working week
  • An increase of one day annual leave
  • The ability of all school support staff to take a day of paid leave during term time
  • The abolition of Level 1 Teaching Assistant role and instead all Level 1 role holders be moved onto Level 2

However, In the event of a multi-year settlement being proposed, the unions would seek the following structure to a three-year agreement:

  • Year 1: £3,000 or 10 per cent (whichever is greater) on all spinal column points, alongside the introduction of a £15 minimum hourly rate
  • Year 2: An increase of RPI + 3 per cent
  • Year 3: An increase of RPI + 2 per cent

LGS Pay 2025

23 July 2025 

Agreement has been reached on a national pay award with an increase to pay rates and allowances by 3.20 per cent per annum with effect from 1 April 2025. 

The agreement also includes the deletion of Point 2 of the national pay spine on 1st April 2026.

30.6.25 – UNISON has informed us “it is considering next steps in relation to its consultation results and further information will be available in the next few days.”

GMB has announced its members have voted to reject the offer by 77 per cent. We await confirmation of its Craftworker member consultation.

Unite has announced its members have voted to reject the offer by 84 per cent. This result includes the full and final 3.20 per cent offer made to local authority Craftworkers.

The requirement for unions to publish turnout figures does not apply in membership consultative ballots, only industrial action ballots.

The unions’ initial reaction to the pay offers, as follows:
UNISON’s NJC committee will be meeting on 8 May to consider its position
GMB’s NJC committee will be meeting (date tbc) to consider its position
ALACE has welcomed the offer but will not accept it until the main NJC pay award is agreed (in line with its position in recent
Unite is yet to comment

We have today received from the NJC Trade Unions the 2025 pay claim for local government services (‘Green Book’) employees. Councils will be consulted on the unions’ claim (and the other pay claims, for Chief Execs, Chief Officers and Craftworkers) at our on-line regional pay briefing on on Thursday 13th February 2025.

LGS Pay 2024

Agreement has now been reached on the 2024 pay awards for local government services (‘Green Book’) employees covering the period of 1 April 2024 to 31 March 2025.

August 2024

In August 2024, the national unions wrote to the National Employers requesting a review of the pay offer that was made in light of the Government’s decisions on pay for public sector workers.

 LOCAL GOVERNMENT PAY 2024

16.5.24 – The National Employers have today made full and final pay offers to the Staff Sides of the negotiating group for which they have responsibility.  The letters can be found here: Emp Circ pay update 16May24.

HMRC Rates

The Regional Employers’ Board and Joint Council have agreed to support lobbying of HMRC to review their mileage rates.  The Chair of the LGA’s Resources Board wrote to HMRC regarding this issue and has now received a response – a copy of which is available here.

 

Job Evaluation

Updated NJC JE Guidance Notes – 3rd August 2020

The NJC’s Job Evaluation Technical Working Group (JETWG) has now completed its work on updating the scheme guidance notes (as advised in NJC circular dated 1 March 2019).  The Cover Letter Circular can be found here along with one copy showing all track changes here and one without track changes here. No changes have been made to the scheme’s factor level structure and associated weighting/scoring.

The revised guidance will be incorporated into the next update of the Green Book which will be issued later this year.
