East Midlands Councils provides support to local authorities and member organisations on all aspects of recruiting, managing and developing people. As the Regional Employers' Organisation for local government in the East Midlands, we help councils to inform and implement national HR strategies, conditions of service and legislation. We provide HR advice and co-ordinate the collation and sharing of workforce intelligence, policies and practice through networks and virtual information exchanges.

Learning and Development
EMC offers a broad range of learning and development support to local authorities in the East Midlands, specialising in coaching, action learning and the facilitation of practitioner exchange networks. We have extensive experience and expertise in both virtual and on site event delivery, from large scale conferences to bespoke in-house workshops.

East Midlands Councils provides support to councils on strategic transport and economic growth issues. EMC hosts Transport for the East Midlands (TfEM) and the East Midlands HS2 Partnership.

Migration
East Midlands Councils hosts the Strategic Migration Partnership for the East Midlands, one of twelve UK partnerships funded by the Home Office. The work of the Partnership focuses on; Asylum dispersal, Unaccompanied asylum seeking children (UASC) co-ordination, Resettlement Schemes including ESOL co-ordination, Modern Slavery, No recourse to Public Funds (NRPF), and European Union Settlement Scheme (EUSS). The Migration Partnership also work on securing funding from external sources to undertake bespoke innovative projects to meet the demands of the above schemes.

A comprehensive, value for money Councillor Development programme for member councils, including offering a range of workshops, policy updates, conferences and practitioner networks for Councillors to attend. We lead on the East Midlands Regional Councillor Development Charter, which promotes and encourages councils to develop, or build on, an effective strategy or approach to Councillor Learning and Development.
