Workshops on chairing and effective meetings

EMC is hosting a 3 hour virtual session on Chairing and Effective meetings, there are two dates and times to select from.

The workshop is suitable for new and continuing chairs. This virtual session will be interactive, drawing on people’s experience and insights from the tutor with some group work. It covers formal roles such as chairing full council or a planning committee, as well as less formal approaches to chairing eg. for scrutiny activity and public meetings. It explores the implications of remote working for holding and managing meetings and the value of protocols for engagement.

This virtual interactive workshop will include breaks, to ensure that those taking part can get the most out of the session.

The sessions will offer councillors

  • Checklists and protocols for virtual meetings
  • Briefing and activity cover preparation for meetings, management of a meeting and follow up for effective outcomes
  • useful phrases for chairs

The focus is guided by participants so we can include problem solving around challenges chairs might face

The programme is likely to include the following activities

  • Reflections on your experience - Where Councillors will be able to share experience and tips as chairs or participants in meetings with a focus on remote working Councillors will be invited to develop a list of strengths and weaknesses they have observed; helping to shape the focus of the workshop
  • Effective meetings - Facilitator’s reflections on governance, debate, different types of meeting and chairing styles. Introduction to useful phrases for chairs with discussion of when they might be useful. Councillors will be able to develop a checklist of skills and tasks for effective chairing of outcome focused meetings, possibly including a flow chart to help a chair manage a debate
  • Preparation – Working in groups, Councillors will be able to share how they prepare for meetings and develop a list of essential tasks together. Draft a protocol for chairing virtual meetings, highlighting practice you have recently developed
  • Meeting management – Discussion on the role of the chair and possible challenges to address, including remote working. Councillors and the tutor will share tips for chairs to improve the management of meetings and to succeed
  • Follow up to meetings – group work. Working in groups, Councillors will compile a list of tasks and who should take responsibility for actions.
  • Challenges you might face – Councillors supported by the tutor will be able to develop strategies and approaches for challenges that might be faced.

The workshop facilitator

The tutor, Ann Reeder, is an experienced local government and public sector trainer, who has worked in the sector in various roles for nearly thirty years. She was an elected member of a London Borough and in its leadership, has been a parish councillor in Somerset and is an experienced chair. She has experience in all types of council and political control. Her sessions have positive evaluation and repeat commissions. She involves learners throughout the workshop and is outcome focused

  • 16 September – 17:30 – 20:30
  • 18 September – 13:30 – 16.30

These workshops will be 3 hours in length, breaks will be included throughout the session to aid concentration and enjoyment of the virtual workshop.


  • £65.00 per person for EMC Members;
  • £75.00 per person for Associate Members; and
  • £95.00 for non-members.

The workshop numbers are limited to ensure the sessions are interactive, early booking is advised.
