Our Team

Stuart Young, Executive Director


Stuart is the chief officer at East Midlands Councils and responsible for oversight and management across the organisation.  With overall responsibility for EMC’s budget, employees and work programme, the Executive Director is ultimately accountable for ensuring EMC meets its commitments for the delivery of services and wider advisory support offered by the organisation.

Acting as its principal advisor, and directly accountable to EMC Executive Board, Stuart works with councillors and chief officers across the region, the business and voluntary/community sector as well as taking a lead in ensuring effective partnership with government departments and other national/regional organisations.

Policy and Infrastructure Team

Andrew Pritchard, Director of Policy & Infrastructure


Andrew is responsible for EMCs work on infrastructure, transport (including rail franchising) and development.  Acting as the principal advisor to Transport for the East Midlands (TfEM) chaired by the Mayor of Leicester Sir Peter Soulsby and to the HS2 Executive Board chaired by the Leader of Nottinghamshire County Council Cllr Kay Cutts MBE. Andrew is also the professional lead for the EMCs Low Cost CPD programme for planners.  In addition, he provides policy support to Midlands Connect, the sub-national transport body for the Midlands, and to the project tram working to establish a locally led development corporation in the East Midlands.

Kirsty supports local authority members with their learning and development needs, her main areas include;

  • Responding to local authorities training needs, for both Councillors and Officers.  This includes shaping EMCs regional programme of training events for both Councillors and Officers.  As well as responding to individual requests for in-house training and support.
  • Coordinating the East Midlands Coaching Network
  • Supporting the East Midlands Cyber Security Network (known as the EMGWARP)
  • Leads EMCs weekly publication of the Policy Brief, sending out to over 2,000 recipients across the East Midlands
  • Facilitates a variety of practitioner networks for both Councillors and Officers across the East Midlands
  • Kirsty is a Coach and Action Learning Facilitator

Migration Team

Brein Fisher, Interim Regional Manager, East Midlands Strategic Migration Partnership (EMSMP)


Brein heads the Strategic Migration Partnership for the East Midlands who deliver a number of Home Office migratory schemes along with existing policy around Modern Slavery and delivery of additional schemes such as the European Union Settlement Scheme (EUSS) and No Recourse to Public Funds. Brein’s main areas of responsibility are:-

  • Acting as a conduit between the Home Office and Local Authorities regarding the Home Office Vulnerable Persons and Vulnerable Children’s Resettlement Schemes, UK Resettlement Scheme and dispersal of Asylum Seekers.
  • Coordinating quarterly meeting with key stakeholders relating to the migratory schemes being delivered across the region.
  • Presenting reports to the Regional Migration Board which consist of a delegated assembly of local authority members and lead officers.
  • Providing local authorities and stakeholder updated governmental policy and guidance relating to migration.  

Matthew Clarke, UASC Policy Officer, East Midlands Strategic Migration Partnership (EMSMP)


Matt leads on unaccompanied asylum seeking children (UASC) policy for EMSMP:

  • Coordinating the region’s responses to unaccompanied asylum seeking children across the East Midlands and supporting policy and operational development in partnership with key stakeholders at national, regional and local level
  • On behalf of the Home Office and working closely with local authorities, overseeing the transfer of unaccompanied children into the region through the National Transfer Scheme (NTS): in-country from local authorities with high numbers of unaccompanied children in care; and children arriving directly from overseas under the UK Resettlement Scheme
  • Supporting East Midlands local authorities receiving requests under the Dublin III Regulation for unaccompanied children in Europe to be reunited with family in the region
  • Disseminating information and guidance in relation to UASC matters
  • Providing regional research capability for UASC-related areas of interest

Hannah Smith, Programme Officer, East Midlands Strategic Migration Partnership (EMSMP)


Hannah’s role consists of:

  • Being a part of a regional project which aims to recruit foster carers for unaccompanied asylum seeking children across the whole of the East Midlands region, by targeted recruitment campaigns and additional specific training offered to carers.
  • Organising and facilitating training and events on all areas of migration.
  • Leading on ESOL coordination for the region and supporting policy and operational development in partnership with key stakeholders at national, regional and local level.
  • Supporting the administration of the team, with providing regular up date to local partners and disseminating information and guidance.

Immigration Solicitor

This new role at EMC’s East Midlands Strategic Migration Partnership is to provide legal advice on immigration and asylum matters to local authorities within the region. By working together and pooling funding, eight upper tier authorities and East Midlands Councils have created this unique resource to provide legal advice, guidance, and training to social care and legal teams, particularly in relation to local authorities’ responsibilities towards unaccompanied asylum-seeking children and care leavers, and families with no recourse to public funds (NRPF). It is believed to be the first such role in the country.

Corporate Service Team

Lisa Bushell, Learning and Development Advisor


Lisa supports the administration needs of East Midlands Councils, her main areas include;

  • Co-ordinating the Low Cost CPD for Environmental Health Officers Programme
  • Co-ordinating the Low Cost CPD for Planners Programme
  • Dealing with all aspects of finance including purchase orders, invoicing and dealing with queries
  • Working as part of the Corporate Services Team to support EMC Management Team and teams within EMC
  • Assisting the L&D Team with events    

Lisa Hopkins, PA to Executive Director


Lisa’s areas of work include:

  • Supporting EMC Management Group, Executive Board and Full EMC meetings
  • Overseeing the annual nomination process and Expressions of Interest to Boards
  • Finance – raising Purchase Orders and Sales Invoices
  • Supporting the EMC Executive Director

Mila Pereira, HR, Learning and Development and Policy & Infrastructure Co-ordinator


Her role involves:

  • supporting local authority members with their HR and learning and development needs
  • supporting EMC in the Transport for the East Midlands (TfEM), Midlands Connect and the East Midlands Development Corporation project team
  • Co-ordinating meetings for the Director of Policy & Infrastructure.
  • Supporting the HR Director with providing information requests to authorities & assistance with keeping them up to date.
  • Taking event bookings and co-ordinating events.
  • Responding to local authorities queries.
  • Ensuring the EMC website is kept up to date with the latest news and information
