Chief Officer Pay Award Agreed

22.7.24 Agreement has been reached on the 2024 pay award for local authority Chief Officers, with the representatives of Chief Officers accepting the Employers’ offer of a 2.5% pay increase.

Chief Officer Pay 2024

16.5.24 – The National Employers have today made full and final pay offers to the Staff Sides of the negotiating group for which they have responsibility.  The letters can be found here: Emps to CO TUs pay offer 16May24.

6.3.24 – We have received from the JNC unions (GMB and UNISON) the 2024 pay claim for local authority Chief Officers. The claim is for:

  • An increase that is no less favourable to Chief Officers than the NJC claim (of 10 per cent or an equivalent lump sum) as a step towards pay restoration
  • Action to close the gender, ethnicity and disability pay gaps
  • Joint work on model national overtime working and mental health policies.

NJC Circular: Suspension of Chief Officer

Following a recent Employment Tribunal case, an Employers’ Circular was issued on 22nd August 2023 relating to a potential issue concerning what is paid to a Chief Officer who is suspended during an investigation process.  A copy of the circular can be found here.

CHIEF OFFICER PAY 2023

On 5 May 2023, agreement was reached on the pay award for local authority Chief Officers. A copy of the circular can be found here: Chief Officer Pay

On 23rd Feb 2023 the National Employers made a full and final offer to the Staff Side representing local authority Chief Officers.  The details are set out here.

On 7th Feb 2023 the JNC Officers’ Side submitted a pay claim for their members covered by the Joint Negotiating Committee (JNC) for Chief Officers of Local Authorities. The details can be found here.

Chief Officers’ Pay Agreement 2022

Agreement has today (1st Nov 22) been reached on the pay award for local authority Chief Officers. A copy of the circular can be found here.

The National Employers have today (25th July 2022) made final offers to the Staff Sides representing local authority Chief Officers, which can be found here.

Chief Officers’ Pay Agreement 2021-22

Agreement has been reached on the pay award for local authority Chief Officers, covering the period 1 April 2021 to 31 March 2022.  A copy of the circular can be found here .

Chief Officer JNC Pay Claim 2021

Local Government Services Pay Offer – The National Employers met this morning (19th Oct 2021) and agreed by a majority to reaffirm as full and final the pay offers made previously in respect of local government services (‘Green Book’), Craftworker (‘Red Book’), Chief Executives and Chief Officers.  A copy of the circular can be found here.

Chief Officer Pay – Final Offer (27th July 2021) – The National Employers have today made a final offer in respect of council Chief Officers. A copy of the offer can be found here.

On 31st March 2021, the National Employers received a pay claim for Chief Officers which seeks:

  • A substantial increase on all salaries and relevant allowances
    We note the claim for a substantial increase with a minimum of 10% on all spinal column points made by the Staff Side of the NJC for Local Government Services, and we expect parity of treatment for all local government employees.

Conditions of Service Handbook for Local Authority Chief Officers

The LGA are pleased to inform you that the ‘Conditions of Service Handbook for local authority Chief Officers’ has now been updated from the existing 2004 version.  The latest 2017 version can be found here.

The updated handbook now includes:

  • Updated information on setting remuneration levels
  • Updated information on discipline, capability and redundancy relating to Monitoring Officers, s151 Officers and, in Wales, Heads of Democratic Services
  • New Joint guidance on Appraisal of the Chief Officer

The handbook will be available online only. All employees with an email address ending “.gov.uk” can freely access and download the document on the LGA’s website (you may need to register your details in the first instance).  By making the handbook available online the LGA can ensure that all future updates can be made quickly so that you will have the confidence of knowing that you have the most up to date version.
