A new online tool designed to help refugees and migrants find English language support across the East Midlands has been launched, following a £223,000 regional investment in ESOL provision and coordination.
Learning English in the East Midlands (LEEM) is a free, searchable online resource that brings together ESOL provision from across the region in one place. The tool aims to make it easier for learners, support organisations and local services to find appropriate English language classes and community-based provision.
The resource is being delivered by East Midlands Councils, with funding from central government, and developed by Migrant English Support Hub, building on extensive mapping and research carried out across the region in 2024.
LEEM covers formal and informal ESOL provision and is designed to support people on the Homes for Ukraine, Communities for Afghans and Hong Kong BN(O) routes, as well as wider migrant communities.
A step forward for ESOL access and coordination
Brein Fisher, Head of Migration Programmes at East Midlands Councils, said: “For the first time, ESOL provision across the East Midlands is accessible through a single platform, improving visibility of local services and helping learners access support that meets their needs.
“The launch of LEEM forms part of a wider programme funded through Strategic Migration Partnerships. Alongside the online tool, the programme includes regional provider forums, workforce development for ESOL tutors, and grant funding for community-based ESOL projects.”
More than 20 projects are being supported across the region, including 14 VCSE-led initiatives focused on Pre-Entry ESOL and trauma-informed practice.
Regional collaboration behind the tool

LEEM has been developed alongside local authorities, ESOL providers and voluntary sector organisations from across the East Midlands.
It complements new regional networking activity, bringing together providers to share good practice and strengthen collaboration.
LEEM is expected to play a central role in improving access, consistency and coordination of ESOL provision across the region.
