In August 2019, the LGA published a report with the results of the national survey it conducted on pay and workforce characteristics of chief executives and chief officers.

Conditions of Service Handbook for Local Authority Chief Officers 

The LGA are pleased to inform you that the 'Conditions of Service Handbook for local authority Chief Officers' has now been updated from the existing 2004 version.

The updated handbook now includes:

  • Updated information on setting remuneration levels
  • Updated information on discipline, capability and redundancy relating to Monitoring Officers, s151 Officers and, in Wales, Heads of Democratic Services
  • New Joint guidance on Appraisal of the Chief Officer

The handbook will be available online only. All employees with an email address ending "" can freely access and download the document on the LGA’s website (you may need to register your details in the first instance).  By making the handbook available online the LGA can ensure that all future updates can be made quickly so that you will have the confidence of knowing that you have the most up to date version.

Chief Officer Pay Claim 2020

Attached claim has been lodged by GMB and UNISON in respect of local authority Chief Officers. The National Employers will be meeting next Tue 21 Jan. I fully expect them to defer responding to this claim (as they have already decided to do in respect of the Chf Execs’ and Craftworkers’ claims) until the main NJC negotiations have been settled.

Chief Officers' Pay Agreement 2018-20

Agreement has now been reached on pay awards applicable from 1 April 2018 and 1 April 2019.

The individual basic salaries1 of all officers within scope of the JNC for Chief Officers of Local Authorities should be increased by 2.0% with effect from 1 April 2018 and 2.0% with effect from 1 April 2019 (NB: the percentage increases apply to individual salaries as well as pay points if applicable).

The JNC has also agreed to cooperate on a joint survey on the levels of stress, workload pressures and unpaid overtime being experienced by Chief Officers.

This pay agreement covers the period 1 April 2018 to 31 March 2020.


Chief Officer Pay Update - 10th April 2018

The National Employers have today made pay offers in regard to local authority Craftworkers, Chief Officers and Chief Executives. The Chief Officer Pay letter below sets out the details.
