EMC, a Kickstart Gateway


  • 6 Local Authorities are in the Kickstart group.
  • 32 job placements in total – more to come!
  • New Authorities can join the Scheme at any time.
  • New placements can be offered and the start date of the job placements can be spread up until the end of December 2021.
  • EMC is providing the training and development to support employability of the young people in their Kickstart roles using the grant that is available for this purpose.
  • EMC applied as a Gateway on behalf of the group and the application was successful !

What is it?

High quality jobs for young people at the highest risk of long-term unemployment.

It will give young people the chance to build their confidence and skills in the workplace, and to gain experience that will improve their chances of going on to find long-term, sustainable work.

Information about the Scheme

  • Employers must offer a 6-month paid work experience placement.
  • Placements are open to those aged 16-24 who are claiming Universal Credit and at risk of long-term unemployment.
  • Placements must be for a minimum of 25 hours.
  • Participants must be paid at least the National Minimum Wage for their age group.
  • Placements must be new jobs and not replace existing or planned vacancies or cause employees to lose or reduce their employment (this includes apprentices and contractors).
  • Once a job placement is created, it can be taken up by a second person once the first successful applicant has completed their 6-month term.
  • Kickstart is not an Apprenticeship, but participants may move on to an apprenticeship after their job placement.

Funding available for each job placement

  • 100% of the relevant National Minimum Wage for 25 hours a week.
  • Associated employer National Insurance contributions.
  • Employer minimum automatic enrolment contributions.
  • £1500 per placement towards set-up costs, employability support, and training.

Placements must support the young person with

  • Support to look for long-term work, including career advice and setting goals.
  • Support with CV and interview preparations.
  • Support with basic skills, such as attendance, timekeeping, and teamwork.
