Planning Masterclass: Preparing for EIPs into Local Plans

What is the programme about?

East Midlands Councils is holding a seminar of a very practical kind to help planning officers prepare for and perform well at EIPs into local plans. The format of the day will be as follows: Sessions 1 and 2 (morning): This session with cover the law and practice on the duty to cooperate, soundness of plans (especially with respect to housing provision and employment land) and procedural requirements, especially around SEA/SA.

The morning session will include a look at recent cases, and distill the key principles from them. 

Lunch Break.

Session 3 (afternoon): This session will look at how to prepare effectively for and perform well as a witness at an EIP and make the most of support from counsel.

A summary handout will be given to delegates at the end of the day.

The class will be led by Timothy Leader from 4-5 Gray’s Inn Square Chambers

Tim has advised on the preparation of a number local plans and appeared at local plan inquiries and EiPs on behalf of local authorities and developers. He has a particular interest in issues associated with the approach to assessing housing need and the supply of land (Bloor Homes East Midlands Limited v Secretary of State for Communities and Local Government and Hinckley and Bosworth Borough Council; Oadby and Wigston Borough Council v Secretary of State for Communities and Local Government and Boor Homes; King's Lynn and West Norfolk Borough Council v Secretary of State for Communities and Local Government and Elm Park Holdings) and appears regularly on behalf of local authorities at public inquiries into these and other matters.

EMC is an accredited RTPI Learning Partner. A CPD certificate recognising the completion

of 5 hours CPD will be presented on completion of this course.
